    Talk about intensity! The green is so bright. Maybe it’s the computer screen though. As far as I know, government documents have an institutional, drab style. Usually in plain white paper. Which I’m not saying your document has to be a dull white, but why the intense green? Is it something you just whipped up in class today? Also, is this the book cover?

    STOP USING KLAVIKA.

    On a typographic note, I would use the tilting numerals instead of lining. Can the dotted lines be a bit thinner (~0.25pt-ish)?

    Also, green seems like a bit of an impulse choice. Do all things green have to be visually green? In line with Cindy’s comment, institutional, but hopefully not drab or dull. Professional, clean, serious, ya?

    If you’re projecting this campaign in the future (or even now), how does the idea of a “Ration Book” from WWII get translated to be, “relevant” for today, meaning, how does could it elicit similar responses to it (constantly being under scrutiny). Take a look at ideas of tracking today: barcodes, RFID, Visa, thumb/retina/vein scans, GPS, etc… Perhaps exploration in this area could aid in developing your direction.
